If you will round off a number to its nearest place value or nearest decimal, you must look at the number next to it
if the number next to it is 5 or up you will add 1
ex. round 9952.8985 to the nearest tenths
since the number next to it is 9 and that value will be 9952.9

while if it is 4 or lower you will just copy
ex
9642 to the nearest tens
since 2 is lower , it will result to 9640
