Circle M = 5.65 mm radius
Circle E = 10.5 mm diameter / 2 
            = 5.25 mm radius

The distance between M and E is 0.4 mm

Circle M
= 2 x 3.14 x 5.65
= 6.28 x 5.65
= 35.482 circumference.

Circle E
= 3.14 x 10.5
= 32.97 circumference.

Circle M has greater circumference than Circle E.
35.482 > 32.97
