If you mean, the drinking or clean water, then yes. It's because of the global warming that dries the sources of clean water. It's the reason why nature can't replace the clean water as fast as how we need it.

But refer to overall water (not just the drinking one), it's NO. In fact, global water level is increasing, still because of this global warming. But this kind of increasing is NOT good to people. Sea levels are increasing because of the melting icebergs, and seas almost eat the most part of land where land creatures lived. If this water level increasing still continues, all the land on Earth will be covered by ocean.
