Always true, a quadrilateral is a parallelogram. Remember the theorem: if a parallelogram is quadrilateral the two pairs of opposite sides are congruent.
It should be reversed: "If the quadrilateral has two pairs of congruent parallel sides, then it is parallelogram." Trapezoid is a quadrilateral that do no satisfy the condition of parallelogram. Therefore, not all quadrilaterals are parallelogram. So the answer is: Sometimes true :-) Good day :-)
