Let LI be x and LE is 2x.
Perimeter = 21 cm

Perimeter of kite LIKE = 2 (LI) + 2 (LE)
     21 = 2 (x) + 2 (2x)
     21 = 2x + 4x
     21 = 6x
    
     6x/6 =21/6
     x = 7/2

Plug-in 7/2 to x:
    LI = x          ⇒   LI = 7/2 cm
    LE=2x        ⇒    LE = 2(7/2) = 7 cm

ANSWER: LE is 7 cm.

Check: 
     7/2 + 7/2 + 7 + 7 = 21
     14/2 + 14 = 21
      7 + 14 = 21
