Find y -intercept by setting x to 0:
     2x + 3y = 1
     2(0) + 3y = 1
     3y = 1
     3y/3 = 1/3
     y = 1/3    ⇒  y-intercept (b) = 1/3

Find x-intercept by setting y to o:
     2x + 3y = 1
     2x + 3(0) = 1
     2x = 1
     2x/2 = 1/2
     x = 1/2    ⇒  x-intercept (a) = 1/2
