One easiest yet time consuming method for this problem is getting the factors for the area and using trial and error method in confirming the perimeter

Factors of 75

75 and 1

25 and 3

15 and 5

37.5 and 2

Your target perimeter is 40. So your factors if you substitue them to the formula of perimeter should not be exceeding 40, so you will find out that 15 and 5 are the only factors that you can get the perimeter of 40

40=2(15) x 2(5)

40=30+10

40=40

So 15 inches and 5 inches are the dimensions
