The discounted/sale price - P7 200 is 60% of the regular price (100% - 40%). Therefore, we just simply divide it. 
7 200 ÷ 0.60 = 12 000

The regular price is 12 000. To check: 
Discounted Price = Base - (Base × Rate
                           = 12000 - (12 000 × 0.40)
                           = 12 000 - 4 800
