If the problem states "integers" instead of "numbers", then we may include the signed numbers from -100 to negative infinity.

You're right there. In Math 11 (College Algebra), all numbers means real numbers. There are some things that need to be clarified in Elementary and Junior High School. In most K-1 to 4 textbooks, the concept of signed numbers is not taught. Sad :-(
