Let the missing number be "b" in Set B.

If a and b are whole numbers then:
A = {a/a is a whole number; 0 ≤ a ≤ 24}
      It means that the value of a is at least 0 but not more than 24.

B = {b/b is a whole number every third from 1 to 74; 2 ≤ b ≤ 74}
      It means that the value of b is every third from 2 to 74.

IN ROSTER METHOD:

If a=0, then b = 74
