I don't think people actually use "cooking" oil on their skins. Instead they use coconut oil, olive oil, etc, but not cooking oil. There as some substances present in the typical cooking oil that are not good for the skin.

they are but when you say "cooking" oil you are most likely referring to vegetable oil or something like that.
