Let's solve this with algebra.
so there is a 3 digit number right?
let's name that xyz

we already have a value for x which is 9
x=9

ow. you said that x is 3 more than z
that would be 9=z+3
can you guess what Z is now??? (I'm going to leave that for you.)

then you also said that x is 5 more than the tens(y)
and that would be.. 9=y+5
now, can you guess  what y is now???

it's already obvious, but we can systematically solve it using the subtraction property of equality right?
let's see.

1. z+3 = 9                subtract 3 on both sides
   
z +3 -3 = 9 - 3     finish the solution
   z +0 = 6
   
z = 6

2. y+5 = 9              do the same process, subtract on both sides
   y +5 -5 = 9-5
   y + 0 = 4
   y = 4

Thus the answer would be 964
