1.5m gap is allowed for each car to drive into the space, how long does the bay
have to be for all the cars to be parked?

Well I think the answer is  20 m long because as you said there are 4 cars and it includes Dr. Fuller's because u said all. so 4 (cars) times 4 m plus 4 times 1.50 for each gap. so the equation is x= 4(4)+4(1.5) = 20m
