The valence electron of metallic elements depend on their group number and they are having lesser valence electron than non-metals. Non-metals valence electron depends on their group number minus 10 : for example the Carbon belong in Group 14 so Carbon is having 4 valence electron and they have greater valence electron than metals.  Noble gases has 8 valence electrons which are stable.
