In an example of binomial, (3x+2).
 We can see that there is no exponent raised by this. But it is automatically raised by 1 which means that there are no change in the expression.

But when a binomial raised to zero, (3x+2)⁰. The whole binomial is automatically equal to one (1).

If you mean literally that a binomial has no exponent, it is not a binomial but it is only a constant number .
