our first digits for the base number is the first digits of the number, but we don't include zeros after the last nonzero digit. Since there are no zeros, we include all of them in the base number.

Next: we count how many times the place dot (decimal) has to move (could be left or right) to be correct to the number. For this case, we move it to the right.
